Kathleen Ford voted against an African American market festival because “the location is unacceptable.” 

Calling it a risk worth taking, a divided City Council endorsed an African Market Festival and agreed to provide promoters $ 100,000 in city services.

… the festival has become a rallying point for activists who say the city must do more to nurture economic development in the neighborhoods south of Central Avenue.

Five council members agreed that the festival … should be allowed to succeed on its merits without interference from elected officials.
