News Service of Florida reports: A divided federal appeals court in Atlanta has sided with Florida and other states in ruling that the key provision of the federal health care law, the individual mandate, is unconstitutional. The panel agreed with U.S. District Judge Roger Vinson of Florida in finding the mandate unconstitutional, but said the rest of the law could remain in place. “The ruling by the Eleventh Circuit Court of Appeals upholds our position that the federal health care law exceeds Congress’ power,” Florida Attorney General Pam Bondi said in a statement.
