For recycling to work in St. Petersbug, one reader says offer a better container:

We signed up for recycling as soon as it started; we have found it much easier than having to take it to a dropoff. However, it is hard to store it in the garage during the week, very awkward and sometimes heavy for senior citizens to carry to the curb. One container is not enough for most families and it looks horrible at the curb.

My suggestion is that we have a regular container but smaller; this way it could be kept outside during the week, covered and would be easy to wheel it to the curb.

I do understand that this would be more costly for the city but I do believe that some people would be willing to pay a few dollars more for the container as most people would like to help the environment for future generations. Hopefully, this would be more appealing and a larger majority would sign up.
