Governor Rick Scott has signed a death warrant for Larry Eugene Mann, 59, who in November 1980 abducted 10-year-old Elisa Nelson on her way to school before killing her, striking her in the head with a cement-encased steel pipe, in an orange grove in Pinellas County.
