Residency is irrelevant. You don’t have to live in the congressional district in which you seek election. Allen West never did, pretty sure Alan Grayson still doesn’t (he didn’t as of Labor Day of last year, well after qualifying)

Some of the individuals you mentioned above don’t live in this district anymore. They could always move to run.
