Jacksonville City Council Member Johnny Gaffney filed paperwork this week for the House District 13 special election, according to the Division of Elections.
Gaffney is looking to run in the Dec. 16 Democratic primary against current Rep. Reggie Fullwood.
Republican Lawrence Jefferson also has filed to run, with a scheduled Feb. 17 special general election.
A special election became necessary when Fullwood, who had been running unopposed this year, failed to qualify for the November election, triggered by back-to-back errors by notaries public on qualifying papers.
On June 19, Fullwood submitted his form to elections officials without the notary’s required signature. After learning of the error, he submitted an updated form the next day —- the last day of qualifying for the 2014 elections — but a second notary failed to mark a part of the form correctly.
Although Fullwood challenged the decision preventing him from inclusion on the November ballot, a Leon County circuit court judge rejected his argument.
