Jack Latvala, R-St. Petersburg, who was part of a rebellion last year against measures tied to the budget that handled what opponents considered to be substantive issues. Latvala confirmed after the meeting that all the proposals he was concerned about — such as a provision changing the membership of the South Florida Regional Transportation Authority’s board — had been removed.
