Dorworth is slated to lead the Florida House during 2015-16. In the lead up to that period, Dorworth will assume de facto control of the Florida GOP’s efforts to maintain its electoral control of the House. It is in this capacity Pepper is expected to most assist Dorworth.
“Kirk has a unique understanding of both the politics and the policy that governs the legislative process,” said Representative Dorworth. “I am honored to have him lead my team.”
Pepper served first as Director of External Affairs, then as Deputy Chief of Staff to Speaker Cannon. Pepper’s recently left the Speaker’s Office.
“I was honored to have Kirk as a part of my team in the Speaker’s Office. His advice and counsel proved to be invaluable,” said Speaker Cannon. “I know Representative Dorworth will benefit from Kirk’s broad range of political and policy experience as he prepares to lead House Campaigns and ultimately become Speaker.”
Prior to his work for Cannon, Pepper was Deputy Executive Director of the Republican Party of Florida during the 2008 election cycle and Victory Director in 2006. Pepper was the Victory Director in Missouri for the Bush-Cheney re-election campaign in 2004.
