Richard Hoar, Deputy Chief of Staff and Legislative Director for U.S. Rep. Gus Bilirakis, will be starting a new position with Banner Public Affairs in Washington D.C.

Hoar has worked on Capital Hill for four and a half years as a senior policy adviser. He has assisted Bilirakis with legislative and regulatory issues within the House Energy and Commerce Committee. Hoar focused on the federal budget, congressional appropriations and other issues involving the economy and commerce.

“I am very grateful to Rep. Bilirakis for giving me the opportunity to work for my hometown member of Congress.  He has shown me what it truly means to be a representative for his constituents.  I am also very excited to start this new chapter with the great folks at Banner,” Hoar wrote in an email.

Banner Public Affairs is a consulting and lobbyist group that works on campaigns and governmental issues. Hoar will be joining the group as Vice President for Government Affairs assisting policy makers on Capitol Hill and throughout the federal government.

Prior to working for Bilirakis, Hoar worked as a staff member in the Committee on Education and Labor in the U.S. House of Representatives. He also served as a Captain in the U.S. Army reserve from 2006-2013.

“He has very relevant experience in transportation, travel and technology policy issues gained through assisting Rep. Bilirakis on his work with the House Energy and Commerce Committee. His insights will be particularly valuable to Banner clients such as Air Canada, HP and Tata Consultancy Services,” George Thompson, a partner from the firm, wrote in an email.
