Street vendors hawking St. Pete Times still plague city streets

I am pretty sure the City of St. Petersburg passed an ordinance or something prohibiting street vendors from hawking their wares, including the Sunday edition of the St. Petersburg Times , yet here are photos from this morning from the corner of 4th Street and 38th Avenue, where vendors were on 3 of the 4 corners.g
