HILLARY IS COMING , HILLARY IS COMING

Hillary Clinton completes her two-day fundraising swing through Florida today, and she’s got a busy day in front of her.

The Democratic presidential candidate kicks off the day with her first appearance in the Tampa Bay this year. It’s a fundraiser in her honor at the Thonotosassa home of Alex Sink, where you’ll need to contribute $500 to get inside the door. For $2,700, attendees can get a photo with Mrs. Clinton.

At 1 p.m., the former Secretary of State will speak at a rally at the Meadow Woods Recreation Center in Orlando (doors open at 11:30 a.m.) The campaign has announced that Clinton will “discuss her commitment to strengthening our economy and investing in America’s future growth. “ Expect to hear more about her most expensive domestic policy she’s announced this year – a $275 billion infrastructure plan that aims to bolster roads, bridges, public transit, freight rail, airports, broadband Internet, and water systems.

Clinton will then follow that speech up with two more fundraisers, one in Windermere at the home of Bill Kitchen, and then tonight at the Jacksonville home of Sally Pajcic.

A NEW FACE FOR HILLARY CLINTON FUNDRAISING: CHELSEA CLINTON via Gabriel Debenedetti of POLITICO – Chelsea Clinton is set to jump into the 2016 fray as a co-host of one of Hillary Clinton’s campaign cash events for the first time. Chelsea … and her mother are scheduled to co-host a “Family Holiday Celebration With Hillary and Chelsea” in New York City on the afternoon of Dec. 17 … Tickets for the event — which is expected to be a large gathering as the Democratic front-runner sprints toward her goal of $100 million for the primary election before the end of the year — start at $250. Actress Drew Barrymore and her husband, Will Kopelman, will also serve as co-hosts.

AT STATE DEPT., CLINTON KEPT TABS ON 2016 via Annie Karni of POLITICO – The latest batch of State Department emails show … Clinton … dealing primarily with her day job handling the country’s international concerns. But quietly, throughout her four years heading the State Department – and most often without overt political commentary – Clinton’s top aides fed her tidbits of gossip and updates on the movements of other political players who could affect the presidential election landscape.

ALAN GRAYSON’S SENATE CAMPAIGN SHAKEUP via Kevin Robillard and Marc Caputo of POLITICO – Grayson‘s campaign manager, deputy campaign manager, and senior adviser are leaving their jobs in the Democratic congressman’s troubled Florida Senate campaign … Campaign manager Doug Dodson‘s last day was Monday… deputy campaign manager David Keith … will stay on as an informal adviser … senior adviser and campaign spokesman Kevin Franck plans to leave before year’s end. The departures … “amicable” … speak to deep dysfunction within Grayson’s campaign and the challenge of working for a mercurial, hot-headed candidate as liable to blow up at staff as he is at Republicans or reporters … “People who don’t know ‘Grayson World’ are shocked by how difficult it is to work for him … micromanager who doesn’t empower staff … Grayson in the end doesn’t want to be the candidate. He wants to be on TV. He wants to be the congressman. And he wants to be the campaign manager. And that’s a problem for someone like Doug Dodson” … Franck and Keith’s departure … were more surprising than Dodson’s … celebrated more by Democrats than Republicans … “It never bodes well when an entire senior staff leaves en masse,” a national Democratic operative said. “But it’s particularly bad for Grayson, who is being investigated by the Office of Congressional Ethics as information continues to be revealed in his Cayman Islands hedge fund saga.” Still, longtime Grayson friend and major Democratic donor John Morgan said that Grayson’s problem is that he doesn’t realize he has a problem: his own personality. “I’ve been saying for months that Alan will self-implode because he can’t help himself. And it’s happening now.”

JEB BUSH READIES HIS LAST STAND IN NEW HAMPSHIRE via Eli Stokols of Politico – Stuck in the middle of the GOP pack he was expected to dominate, Bush is accelerating the time frame for his campaign’s next ad buy in the state. His campaign also announced Tuesday that it is opening four regional field offices in New Hampshire and upping its on-the-ground staff from 12 people to 20.

NEW BUSH TV AD STARS MEDAL OF HONOR RECIPIENTS via Ed O’Keefe of The Washington Post – Bush is airing a new television ad in New Hampshire that stars four Medal of Honor recipients … [who] argue that Bush is best prepared to serve as the next commander in chief, criticize President Obama as a leader who needed “training wheels” and suggest other contenders like businessman Donald Trump are unfit for the job. “This is no reality show. This is serious business,” says retired Marine Maj. Gen. James Livingston.

BUSH: TRUMP LACKS THE “INTELLECTUAL CURIOSITY” NEEDED FOR “SERIOUS” FOREIGN POLICY via Ilan Ben-Meir of BuzzFeed News – … “He basically takes all incoming, from blogs or whatever else he checks, and just repeats it out, and his views on Syria have changed four times in the last month and a half. It’s not a serious candidacy,” Bush said. “He’s an effective politician, for sure, but he’s not giving the people a sense that he could be commander in chief, and be president of the United States, as it relates to a serious foreign policy.”

BUSH ON VP PICK: I THINK SHE WILL BE A GREAT PARTNER via Mark Hensch of The Hill – Bush hinted … he is considering a female running mate in 2016. “Should I be elected president, I would have my vice president — I think she will be a great partner.” Bush quickly walked back the remark. “I mean, did I say that out loud? … We always talk about this with one gender in mind. I think we’ve reached the point in our country where maybe we should be a little less gender-specific about this.”

PRO-BUSH SUPER PAC TARGETS REPUBLICAN ABSENTEE VOTERS IN FLORIDA WITH MAILERS via Patricia Mazzei of the Miami Herald – Right to Rise USA … has sent “hundreds of thousands” of fliers to frequent voters who historically have requested absentee ballots … focuses on Bush‘s plan to “defeat to destroy ISIS” … “Leadership is not about talking — it’s about doing,” the piece says, showing a serious-looking Bush and plugging a website set up by the Right to Rise, JebFightsIsis.com.

COLUMBA BUSH HEADS TO CHRISTIE COUNTRY FOR CAMPAIGN CASH via Michael Bender of Bloomberg Politics – Columba Bush will headline a … reception in Saddle River, a wealthy suburb of New York City that Christie won overwhelmingly in his 2013 re-election bid. Records at the New Jersey Division of Elections show the governor got 845 votes in the borough to 143 for his Democratic opponent … Campaign fundraising is a family affair for the Bush clan.

MARCO RUBIO PIVOTS TO HIS NEXT STAGE via Shane Goldmacher of POLITICO – Thanksgiving … marked a page-turning of sorts for Rubio’s campaign … After months of jostling behind the scenes with Jeb Bush and the rest of the 2016 field in the invisible primary for donors, endorsements, money and momentum, Rubio is pivoting toward a more public-facing campaign. His focus is finally shifting from political influencers to the voters themselves … blitzed through New Hampshire … will campaign in South Carolina … then fly to Alabama … his first public event there this cycle. Rubio began to pick up the pace just before Thanksgiving, spending more time in Iowa just before the holiday — five straight days — than he had in the entire first six months of 2015. The aggressive public travel schedule is being paired with a flood of new television ads. This week, his campaign blankets the Iowa and New Hampshire airwaves.

RUBIO TO HOLD BEVERLY HILLS FUNDRAISER AT HOME OF TONY PRITZKER via Ted Johnson of Variety – Clinton’s fundraising treks to Los Angeles draw extensive attention, but what is lesser known is that Republican candidates have been pulling campaign cash from the region in more low-key events … That will change Dec. 8, as … Rubio’s campaign has scheduled a fundraiser at the sprawling hilltop home of Tony Pritzker … managing partner of the Pritzker Group and an heir to the Hyatt Hotel fortune … $5,400 per couple … host committee is heavily populated with investment types and attorneys, but some of the industry names include Jim Jackoway and his wife MicheleMary Hart and Burt Sugarman.

GOV. SCOTT USES PERSONAL TOUCH TO PUSH TAX CUT PLAN via Gray Rohrer of the Orlando Sentinel – Scott made a rare personal appearance before a legislative committee … to lobby for $1 billion in tax cuts … said his plan — the majority of which would give businesses tax relief — is designed to attract manufacturing jobs and diversify Florida’s economy, which saw its main industries of tourism and growth suffer during the Great Recession. “We have a risk because we’re still very dependent on two great industries,” Scott said told the House Finance and Tax committee. “They don’t do well in recessions.”

HOUSE DEMS, AS USUAL, SLAM SCOTT’S BUDGET PLAN via Matt Dixon of POLITICO Florida – In what has become an annual tradition, Democrats took out their knives Tuesday and sliced up Gov. Scott’s proposed $79.3 million budget during a meeting of the House budget writing committee. … House Democrats on the committee said Scott’s budget, among other things, unfairly penalizes hospitals and does not give big enough pay increases to state workers. They also argue that the proposed $1 billion in tax cuts amounts to “corporate welfare.” House Democratic leader Mark Pafford of West Palm Beach took particular aim at Scott’s education budget relying on a $427 million increase in local property taxes to reach the $20.2 billion overall figure, which Scott touts as “historic.”

SENATE COMMITTEE POSTPONES ANTI-CORRUPTION BILL via Florida Politics – SB 582 came under harsh criticism from lawmakers on the Senate Governmental Oversight and Accountability Committee, who felt the measure was too broad … If passed, prosecutors would have to prove that broadly defined “public servants” acted “knowingly and intentionally” in accepting bribes. Public servants include politicians as well as private and semi-public entities working governmental bodies. As it stands now, prosecutors are subject to a higher standard of proof to convict; they must demonstrate that public servants acted “corruptly.”

‘LEGACY FLORIDA’ BILL WOULD ESTABLISH DEDICATED FUNDING FOR THE EVERGLADES via Nancy Smith of the Sunshine State News – A week after … Scott unveiled a 2016 budget that many claim severely shortchanges Florida Everglades restoration by limiting land acquisition, the Florida House of Representatives announced the creation of the “Legacy Florida” bill … will direct funds from the Land Acquisition Trust Fund (LATF) to fund Everglades projects that implement the Comprehensive Everglades Restoration Plan, the long-term plan, the final Lake Okeechobee Basin Management Action Plan adopted by the Department of Environmental Protection in December 2014, and the Northern Everglades and Estuaries Protection Program.

MY TAKE: ENVIRONMENTAL COMMUNITY SCORES BIG IN FLORIDA HOUSE via Florida Politics – The Everglades Foundation, Audubon Florida, the Nature Conservancy, and the H2O Coalition of the Associated Industries of Florida. What do all of these political players have in common? They scored a massive victory … all thanks to the Florida House of Representatives. A loud symphony of applause came in the form of a three-page news release where countless groups praised and thanked House Speaker Steve Crisafulli for his support and commitment toward dedicating funding to “Legacy Florida,” a measure that includes cleanup for the Everglades and Lake Okeechobee, CERP and other water-related initiatives. Although it is still early, and any appropriations deal is far from cemented, if this dedicated funding for the Everglades is passed and ultimately signed by the Governor, then it will make for an extraordinary Legislative Session for environmental groups.

TWO DOCTORS IN THE HOUSE CLASH OPENLY OVER HEALTH CARE POLICY via Michael Auslen of the Tampa Bay Times – The House Health Quality subcommittee was considering a proposal (H.B. 527) by Rep. Ed Narain … to let pharmacists inject prescribed medications if instructed by a doctor. It had been put on the agenda by the committee’s chairman, Rep. Cary Pigman … an emergency room doctor who serves rural patients. Rep. Julio Gonzalez … an orthopedic surgeon, is not much of a fan. Gonzalez started asking … about what kinds of injections he believed pharmacists should be allowed to give patients. Other issues cropped up: what the nature of a pharmacist’s relationship with a doctor should be, whether the bill was appropriate at all. Pigman sounded exasperated as he made a plea … “If we had physicians to see patients, we wouldn’t be here today … We wouldn’t be talking about legislation.” Gonzalez prevailed … the bill has been postponed.

HIGH SCHOOL ATHLETICS BILL CLEARS FIRST HOUSE COMMITTEE via Jim Rosica of Florida Politics – The state’s oversight body for high school athletics is way down at the half, after the first of two House review panels unanimously OK’d legislation that would … change the way the Florida High School Athletic Association (FHSAA) does business, including ensuring that it is revenue neutral each year. The unanimous 12-0 passage, including votes by Democrats who questioned the need for the bill, wasn’t a good sign that the association would emerge unscathed this upcoming Legislative Session, as it has in previous years.

BUSINESS LOBBY STICKS UP FOR NEWSPAPERS IN STORAGE WARS via Jim Rosica of Florida Politics – Legislation in both chambers (SB 720/HB 559) would take away the monopoly that newspapers have for public notices when storage warehouses auction off the contents of units whose renters haven’t paid up or otherwise have abandoned their property. The practice became known through A&E Network’s reality series “Storage Wars” … But Associated Industries of Florida opposes the bills, saying … “public notice in newspapers casts the broadest possible net and Floridians rely on newspapers to provide this type of critical information.”

COLUMN: LOTTERY SALES AT GAS PUMPS A BAD IDEA via Beth Kassab of the Orlando Sentinel – People aren’t buying tickets for the number-picking games like they used to … sales have stagnated … So the Legislature’s Office of Program Policy Analysis and Government Accountability made some recommendations … One is to offer lottery tickets at gas pumps … “offering this option at ATMs may help expand the retailer network to non-traditional locations.” I’d like to say that’s truly a Florid-duh moment, but other states have already tried this. Mixing gambling with charge cards is like mixing Miley Cyrus with Yo Gabba Gabba on your kids’ playlist. Wagering a few bucks — plus 25 percent interest to MasterCard or Visa — on Florida Mega Millions makes those 1 in 258,890,850 odds seem even worse … Not to mention that people who regularly play the lottery are often those who can least afford it. If lawmakers want to boost the amount of money they spend on schools, they could do that without asking Floridians to gamble on their credit cards.

GOOD READ – BOB CORTES BRINGS “MUNICIPAL MINDSET” TO TALLAHASSEE via Jacob Engels of the Seminole County Post –In his first year … Cortes has seen four of his bills go on from his office to be signed into law … focusing on governmental agencies being required to purchase American flags made in the U.S.A., protecting against pregnancy discrimination in the workplace … reigning in exorbitant fees related to residential and consumer low voltage alarm systems, and one easing regulations that deal with how state employees are able to make charitable donations … when the capitol is full of politicians looking to lob partisan volleys, these less than glamorous efforts often fall through the cracks, which is where Cortes has been able to carve out a niche.

JUDGE IN REDISTRICTING CASE SAYS HE MAY JUST “PICK A MAP” via Jim Rosica of Florida Politics – Circuit Judge George Reynolds … brought up a point that sent chills through several reporters’ spines: What if he eventually finds that all the maps are tainted in some way with improper partisan intent? Qualifying for state Senate seats begins June 20 — less than seven months away — and candidates have to know what district they’re in to run. And his recommendation still has to be vetted by the state Supreme Court.

FLORIDA SUPREME COURT AGREES TO TAKE UP SLOT MACHINE DISPUTE via The Associated Press – The 1st District Court of Appeal in early October ruled that slot machines couldn’t be installed at a facility west of Tallahassee … unusual because the court overturned its own decision. The court had ruled in May that slot machines were allowed because Gadsden County voters approved a referendum authorizing them. The final decision by the Supreme Court could have a wide effect because voters in Lee, Brevard and Palm Beach counties as well as the north Florida counties of Hamilton and Washington have approved similar referendums.

LAWYERS ARGUE FOR KEEPING ACCUSED “KICK ASS” JUDGE ON BENCH via Jim Rosica of Florida PoliticsLast June, Brevard County Judge John C. Murphy was caught on courtroom video blowing up at then-Assistant Public Defender Andrew Weinstock, telling the lawyer he wanted to throw a rock at him … “If you want to fight, let’s go out back and I’ll beat your ass” … Weinstock resigned from the Public Defender’s Office after the incident. Florida Supreme Court suspended Murphy without pay … Murphy’s legal team … said Murphy “received emails, phone calls, text messages, and more than 150 letters of support, (including from) three former chief judges of the 18th Judicial Circuit” in Brevard and Seminole counties. “Judge Murphy’s transgression is isolated within a stellar judicial and legal career,” the lawyers told the court.

COMMISSION CANDIDATE DENIES SENDING THREATENING EMAIL TO POLITICAL OPPONENT via Mitch Perry of Florida Politics – Robert Avery … arrested … on a felony charge of extortion, is denying that he sent the threatening email to political opponent Aaron Darr in August … which led to his arrest. “I’ve never sent him an email. If I would, I’ll admit it … Why do I need to threaten anybody to get anybody out of my way? Let the public make the decision.” Avery says his computer was hacked … That email written to Darr said in part, “Got some nice things the citizens of Largo will be seeing soon … Remember never post anything digitally you wouldn’t want your mom or partner to see. Just saying.”

MELISSA ROSS TO FILL IN FOR NPR’S DIANE REHM THIS MONTH via Jim Rosica of Florida Politics – Ross, a Jacksonville radio talk show host, will soon be a guest host for National Public Radio’s nationally syndicated “The Diane Rehm Show.” Ross, host and producer of public radio WJCT’s “First Coast Connect” call-in show, will helm the program Dec. 9, 10 and 11.
