NOW ON TO POLITICS…
This can’t be how either Jeb Bush or Marco Rubio imagined how their presidential campaigns would play out. Neither men could have imagined that nearly four times the number of GOP voters polled support a combination of Donald Trump/Ben Carson over a combination of Bush/Rubio.
A CNN/ORC poll released late last week shows Trump now at 32 percent support, becoming the first Republican in a national poll to top 30 percent this year. Trump has gained eight points since August. The new poll also finds another non-politician, former neurosurgeon Carson, rising 10 points, and now resides in second place with 19 percent support.
And Bush? He’s in third place with 9 percent support. That’s down four percentage points in the last month.
While Bush is struggling, Rubio’s candidacy is cratering.
Rubio is at 3 percent in the CNN/ORC Poll. That’s a five- percentage-point drop from August, and puts him in a tie for 7th place in the new poll, along with Carly Fiorina and Rand Paul, and behind Ted Cruz (7 percent), Scott Walker (5 percent) and Mike Huckabee (5 percent).
Oh, those heady days when constitutional scholars were being asked if Bush and Rubio, two Floridians, could run on the same presidential ticket as president and vice president!
Now, as Bush, Rubio, and the rest of the GOP circus head into the second debate this Wednesday, one has to wonder if this is not a moment of truth for both men.
Sure, Jeb and Marco are backed by enough financial resources to remain in the race until, well, the convention. But, if Rubio doesn’t come out of the debate with a marked improvement in the polls, isn’t it come-to-Jesus time?

SLIPPING FAR BACK IN POLLS, CAN JEB BUSH BOUNCE BACK IN NEXT DEBATE via Ed O’Keefe of the Washington Post
Bush joked that “I’m just going to be my boring normal self” in the next debate — before spending the rest of the day convincing supporters and skeptics that he will perform strongly.
He reminded reporters that when he was Florida governor, his security detail nicknamed him “Ever-Ready.”
“I’m still ever-ready. I’ll be ready for the debate, and, more importantly, I have the energy to serve and it’s not about me,” he said.
Later that night at a school gymnasium in Salem, N.H., he told about 200 people: “I’ll campaign hard, if someone comes at me — bam! — I’ll come back at them.” He smacked his hands for emphasis. “I’ll campaign hard. It’s not about me. It’s not about the loud voices on the stage. It’s not about people running.”
… (Bush’s drop in the polls) also resulted in what top donors have hinted was a less-than-anticipated haul in fundraising during August, forcing the campaign to tighten its spending. While the changes affected mostly senior campaign aides, the most notable change is that Bush, who spent most of the year traveling on private jets to campaign events, has started flying commercial airliners more often, as he did Friday.
… One tactic Bush might employ Wednesday night is mockery. Despite losing to Trump, he has adopted a much more dismissive attitude about his rival, still believing — as his top aides certainly do — that most Republican voters will eventually realize that the New York businessman can’t be taken seriously.
BUSH RELEASES AD PUSHING TAX CUT PLAN via Florida Politics
Bush unveiled his tax plan last week at a poultry-cooling equipment facility in North Carolina, and his campaign team has edited footage from that event into a new ad they released on Sunday.
The plan would reduce the number of tax brackets that Americans pay into from seven to three, reducing the lowest amount that anyone would pay to 28 percent, which was the highest level when Ronald Reagan left office in 1988.

Rubio is subtly leveraging his LDS background to build support in Nevada, where the state’s LDS community isn’t huge — Mormons make up just a small percentage of the population — but represents an influential constituency in Republican politics.
Rubio has held kitchen-table meetings and private meet-and-greets with prominent LDS church leaders, lining up support from some of the top Mormon names in Nevada politics, including Lt. Gov. Mark Hutchison. Hutchison recently barnstormed northern Nevada with Rubio, personally introducing the Florida senator at stops along the way.
… Rubio has extended family in Nevada, many of whom are still part of the Mormon Church, including Democratic state Sen. Mo Denis. Though Rubio eventually left the church, his familiarity with the faith and its teachings are noticed and appreciated.

Many surveys over the summer reflect this reality, both nationally and in early primary states: Trump is leading the pack while Rubio battles to stay in the top five. It’s a blow to Rubio … who upon entering the race … was hailed on the right as perhaps the GOP’s best hope in the 2016 election.

Grayson … tweeted an altered photo of … Murphy … holding a sign that appeared to say he would “kiss up to Wall Street” for campaign contributions. The photo was actually taken to advocate for the release of Amir Hekmati, a former U.S. Marine jailed by the Iranian government … unedited photo read “free Amir,” and was part of a congressional push to free Hekmati, who was arrested in 2011 in Iran and accused of being a spy … sentenced to death in 2012, but the sentence was later overturned. He remains in prison awaiting re-trial.
MURPHY TOUTS HIS ABILITY TO WORK WITH REPUBLICANS IN SPEECH TO HILLSBOROUGH DEMOCRATS via Mitch Perry of Florida Politics
“When I was first thinking of registering to vote, I looked at my dad, he’s my best friend and my dad’s a Republican, so I said, ‘heck, I guess that means I’m a Republican.’ So I registered as a Republican,” Murphy said in describing his political evolution.
“Then I started paying attention to what the party stood for,” he said. “I started looking at the casualties day after day during the Iraq war, how we were being lied to as a country.” Murphy says his distaste for what was happening to Iraq and then the Tea Party-led insurgence in 2010 made him sit up and say that that he didn’t want to just complain about the state of the nation, but actively do something about it. “So not only did I change parties, but I ran for office against Congressmen West, and we were elected by .5 percent in the most expensive race in the country.”
The now-32-year-old Murphy was one of the first candidates of either major party to declare his candidacy for Senate earlier this year. He said that some of his friends discouraged him for running for higher office, but he had two words for them in response: Allen West.
“He was the poster child about everything that was wrong in Washington,” Murphy said, referring to the bombastic Republican who became an icon to the Tea Party movement. “He cared more about getting a good headline than he did about helping the middle class. And the sad part is, the Senate is full of Allen Wests.”

Last month, (Tampa Mayor Bob) Buckhorn‘s political action committee, One Florida, raised no money for the first time … “I have not made any decision at all,” Buckhorn said this week. He notes he still has years and months left on the countdown clock in his office … Where else might Buckhorn land? Washington? A Clintonian appointment, some predict? Another run for mayor once he has been out of the office a term or two? A seat on the County Commission? “I can tell you for sure,” Buckhorn said, “that would not happen.”
BLAISE INGOGLIA LAYS OUT FLORIDA GOP’S 2016 STRATEGY via Matt Dixon of POLITICO Florida
Ingoglia laid out his plan to develop the party’s data capabilities and expand its base heading into a presidential election cycle not often kind to Republicans … modern data evolution is a key step in helping the party improve old-school “fundamentals and basics,” including community engagement and knocking on doors.
“It’s about getting as much comprehensive data on these people as we can so we can be more effective,” Ingoglia said … Along with the data … the party hopes to recruit 15,000 volunteers and eventually have 300 paid Republican National Committee staffers in Florida. He also tried to dispel rumors that the party would not help state House incumbents in vulnerable seats … specifically asked about state Rep. Shawn Harrison … Registration does not always foreshadow performance, but the seat is seen as very vulnerable for Republicans. Ingoglia said the party will help Harrison and other vulnerable House members.

In August, People United for Medical Marijuana brought in some $437,000 in contributions … more than $363,000, came from … John Morgan… Morgan’s law firm remains the main source of funding, contributing some $1.3 million so far. In August, the group spent some $459,000. More than $352,000 of it went to PCI Consultants … hired to run petition-gathering efforts. The committee also paid thousands of dollars to county supervisor of elections offices around the state for the costs associated with verifying signatures … scenario was similar in July, when the committee brought in $770,000 and spent $756,000, with the majority, more than $687,000, going to PCI Consultants, Florida Division of Elections records show.

ELIZABETH PORTER DRAWS DEMOCRATIC CHALLENGER FOR HD 10 RACE via Florida Politics
Lake City Republican Rep. Elizabeth Porter has drawn a Democratic challenger for her House District 10 seat, dashing her chances of going a third cycle in a row without major party competition … Fredrick “Rick” Schutte IV filed Friday to run for the seat. The Live Oak resident and Army veteran has been working as a lawyer since the early 1990s … worked as a sheriff’s deputy in Miami-Dade County … is the judge advocate for the Suwanee chapter of Disabled American Veterans.
The last time Porter had a Democratic challenger was in the 2010 cycle, before redistricting … won that contest in the old District 11 with 54 percent of the vote. Porter went unopposed for a second term in 2012, and in 2014 her only competition was a pair of write-in candidates.

STILL STINGING FROM LAST BLOWUP, STATE HOUSE, SENATE RETURN TO CAPITOL via John Kennedy of the Palm Beach Post
After an ugly blowup ended last month’s special session on congressional redistricting, the House and Senate return to the Capitol for the first time this week.
But by most accounts, the mood among lawmakers hasn’t improved much.
This week marks the first round of committee hearings in advance of the Jan. 12 start of next year’s legislative session, which House Democratic Leader Mark Pafford … predicted “could be a real bloodbath.”
“This might be the last time there’s anything that even looks like harmony,” Pafford said of the slate of meetings this week.
But Republican Sen. Joe Negron … said returning to the Capitol now gives lawmakers a chance for a fresh start – following a tumultuous year.
“I’m optimistic that we can get back to the basic blocking and tackling of state government,” Negron said. “My constituents expect we’ll do our jobs and get done on time. That’s what I’ve been hearing the last few weeks.”
BIG SUNDAY READ — RICHARD CORCORAN HAS LEGISLATIVE REFORMS IN MIND WHEN HE LEADS FLORIDA HOUSE via Mary Ellen Klas of the Miami Herald
As a former legislative aide and legal adviser to three former speakers and Gov. Rick Scott, Corcoran brings with him more than 25 years of legislative experience, a network of loyalists, an allegiance with the governor, and an agenda determined to shake up what he considers the “corrupting” influences of Tallahassee.
In his speech to the Republican caucus Wednesday, Corcoran will outline his plans to “flatten” the power pyramid.
“That process is pushing the consulting class and the lobbying class to the bench,” he said. The reforms will serve “as the runway to land great public policy.”
Corcoran and the 28 members of his class have developed a white paper he calls “The Manifesto.” In it, they outline a plan to blow up the top-down process of House leadership that has allowed special interests to drive a wedge between lawmakers.
“The special interests are the biggest cowards in this process,’’ Corcoran told the Herald/Times. “They split up the herd and go after the weak ones, and they’ll even go after the big ones if they think they can.”
BILL GALVANO CALLS REDISTRICTING ISSUE “MORE DIFFICULT THAN ANYTHING I’VE EVER EXPERIENCED” via Mitch Perry of Florida Politics
Senate Majority Leader Bill Galvano calls the current redistricting situation … the most challenging and difficult experience he’s ever worked on in his 13-year legislative career in Tallahassee … Galvano came up with a “compromise map” to assuage the concerns that House members had with the final Senate map. House Chairman (Jose) Oliva essentially said thanks but no thanks, with the two sides still at loggerheads … “It’s tough because we’re the test case for the (Fair District) Amendments 5 and 6,” Galvano says, “It’s one of the most unique circumstances I’ve ever encountered in my legislative career because everything is being done under the backdrop of the judicial system and we are operating within the confines of a judicial opinion.”
JUDGE ORDERS LEGISLATURE AND CHALLENGERS TO SUBMIT CONGRESSIONAL MAPS TODAY via Mary Ellen Klas of the Miami Herald
Circuit Court Judge Terry Lewis gave the Florida House and Senate, and the two groups of redistricting challengers, until the end of the day on Monday to submit their proposals for him to choose from when he recommends Florida’s final congressional map.
At a 30-minute hearing, the Tallahassee judge approved in concept a proposal that would also require that anyone who submits a map to disclose who drew it, why they drew the lines they choose and how it comports to the constitutional guidelines in Florida’s Fair Districts law.
He is likely to receive four maps — one each from the House and Senate and one each from the two plaintiffs groups, the League of Women Voters and Common Cause and the coalition of Democrat-leaning voters known as the Romo plaintiffs.
AT&T VS. HARRIS — FLORIDA SUED ONCE AGAIN OVER HANDLING OF PUBLIC RECORDS via Gary Fineout of the Associated Press
Two telecommunications companies contend in a new lawsuit that the administration of … Scott is flouting the state’s public records law … lawsuit is an outgrowth of a dispute over a nearly $400 million state contract the Scott administration recently awarded to a subsidiary of Florida-based Harris Corp. AT&T and a contractor … allege in the lawsuit … the state agency handling the contract is refusing to turn over emails and documents provided to the state by the winning bidder. Instead, the Department of Management Services turned over heavily redacted documents that asserted much of the information was confidential trade secrets.
JOHN LEGG IS FLORIDA’S CURRENT GO-TO LEADER ON EDUCATION via Jeffrey Solochek of the Tampa Bay Times
The Florida model … has always been identified as Bush‘s signature accomplishment. But lost in that narrative is the fact that Bush’s model has been overhauled since he left office, and arguably no one has had a larger role in that process than state Sen. John Legg … held sway over much of the state’s most far-reaching education legislation.
It was Legg who spent five years creating a coalition to replace Bush’s high school FCAT tests with end-of-course exams … Florida’s first lawmaker to push the idea of closer ties between teacher evaluations and student test results … rewrote Bush’s school grading system, pushed through tougher graduation requirements and sought to expand school choice across district boundaries … killed ideas he did not view as appropriate, such as attempts to allow guns in schools … even has played the occasional naysayer on charter school legislation, though he operates a charter himself.

AS TAXI COMPANIES SUE, MATT GAETZ SAYS UBER LAW IS ON THE HORIZON via Daniel Ducassi of POLITICO Florida
“Uber legislation is coming, and it’s gonna arrive faster than a taxi,” State Rep. Matt Gaetz told POLITICO Florida … Gaetz sponsored a bill last session that would have created a regulatory framework for car-hail companies and imposed minimum insurance requirements and background checks. That bill failed … he plans to file a similar bill next session and is confident its time has come, despite “strong headwinds” in the Senate … Scott suggested … he would back such legislation. “We should be very supportive of innovation companies like Uber and Lyft.”
WHAT BRIAN BALLARD IS READING — GAMBLING OR NOT, DAILY FANTASY SPORTS FACES SCRUTINY via Kimberly Pierceall of the Associated Press
Think wagering $20 to win $1 million by picking a winning combination of NFL players for a fantasy team this Sunday is gambling? The league says it isn’t. So do fast-growing daily fantasy sports companies like DraftKings and FanDuel that offer the games and advertise with the long gambling-adverse pro football organization.
But as the lucrative NFL betting season ramps up … Las Vegas casinos and sports books are feeling like they’re on the wrong end of a double-standard. Traditional sports betting is barred outside a handful of states … but daily fantasy sports is allowed in most of the United States … traditional casino operators and sports books are calling for traditional sports betting to be given the same respect.
Daily fantasy sports and its defenders point to a 2006 law, the Unlawful Internet Gambling Enforcement Act, that carved out a specific exemption for “fantasy sports” well before the concept of daily games versus week-long or season-long were contemplated.

The Chamber called the hire part of a “larger, more aggressive move by the Florida Chamber to prepare for Florida’s next election cycles and legislative sessions.”
