JEB BUSH TALKS FAMILY POLITICS ON STEPHEN COLBERT DEBUT via Jordan Frasier of NBC News

Jeb Bush said he would be a more fiscally conservative president than his brother as the Republican presidential candidate appeared as a guest on Stephen Colbert’s inaugural episode of “The Late Show” Tuesday night.

Colbert asked Bush to differentiate himself from his brother President George W. Bush, to which the former Florida governor copped to being “younger” and “better looking.”

But when pressed on policy differences Bush critiqued his brother’s inability to bring fiscal restraint to Washington.

“He should have brought the hammer down on the Republicans when they were spending way too much,” Jeb said of his brother.

Colbert acknowledged that brothers don’t always agree politically, introducing as an example his own brother who was sitting in the audience and who confirmed their differing partisan persuasions.

“I want your vote,” Bush said to Colbert’s brother who lives in the early voting state of South Carolina.

Bush also told the host that his mother was “just joking” when she told NBC News that the country had had enough Bush’s and Clinton’s in the White House before the 2016 race began to heat up.

The comedian further pressed the candidate on whether Washington’s political culture can be changed to which Bush agreed, “We have to restore a degree of civility.”

Tuesday’s late-night appearance comes ahead of a busy Wednesday for the Bush campaign as they begin their first TV advertising in New Hampshire and the candidate is set to unveil a major tax overhaul proposal in a major economic policy address in North Carolina.

Bush’s campaign logo also got a laugh during the interview with Colbert exaggerating the exclamation mark used after the candidate’s first name.

“It connotes excitement,” Bush told Colbert of the logo he’s used since 1994.

During the interview, Bush stuck to highlighting his resume and his vision for the country rather than going after any of his rivals.

“This is the rare TV appearance where he doesn’t have to share the stage with 16 other people,” Colbert said of Bush at the end of the opening monologue in reference to the crowded Republican presidential field.

BUSH TAKES SHOT AT DONALD TRUMP IN FIRST TV AD IN NH via Mitch Perry of Florida Politics

In a clear rebuke to Donald Trump … Bush says, “anybody can talk, I’ve delivered,” as his campaign begins airing his first television ad of the presidential campaign in New Hampshire … “I’ve Delivered” … highlights his record as governor of Florida, touting how he cut taxes and spending and led Florida to create more jobs than any other state during his eight-year reign.

The initial $500,000 ad buy will have “I’ve Delivered” carried on Boston television station WMUR and statewide cable in New Hampshire … to 9/29, with 15 percent of the first placement dedicated for targeted online advertising … the first step in a “multi-week process” … expanding their advertising in New Hampshire and the other early states.

BUSH COURTS SUPPLY-SIDE ECONOMISTS BEFORE RELEASING TAX PLAN via Robert Costa and Ed O’Keefe of the Washington Post

Bush convened an hour-long gathering in Manhattan … with three longtime advocates for sweeping tax cuts … and sharing the details of his campaign’s economic plan, which will be formally unveiled … in Raleigh, N.C. The trio of supply-side conservatives — Heritage Foundation economist Stephen Moore, publishing executive Steve Forbes and CNBC contributor Larry Kudlow — met with Bush … the former Florida governor hopes his tax offering will jump-start his candidacy … by proposing lower corporate and personal tax rates while also eliminating a number of deductions that favor Wall Street investors.

“The tax code is rife with all sorts of deductions and credits and make people feel compelled to kind of follow the script rather than say, ‘I’m going to invest in this business,’ ” Bush said. “I want to reverse that.”

DONALD TRUMP SOFTENS ONCE-HARD LINE ON CUBA via Marc Caputo of POLITICO Florida

Trump’s longstanding hard line against Cuba has started to soften … described President Obama’s rapprochement with the island dictatorship as imperfect but “fine.”

“I think it’s fine. I think it’s fine, but we should have made a better deal. The concept of opening with Cuba — 50 years is enough — the concept of opening with Cuba is fine. I think we should have made a stronger deal.”

That’s a far cry from the Cuba position Trump laid out in 1999, when he flirted with running for president as a Reform Party candidate … In an El Nuevo Herald editorial in June of that year … Trump made clear that he personally wouldn’t do business with Cuba and that the U.S. should maintain an economic embargo against the island so as not to enrich the Castro government.

TRUMP LIKENS HIS SCHOOLING TO MILITARY SERVICE IN BOOK via Michael Barbaro of the New York Times

Trump, who received draft deferments through much of the Vietnam War, told the author of a forthcoming biography that he nevertheless “always felt that I was in the military” because of his education at a military-themed boarding school … his experience at the New York Military Academy, an expensive prep school where his parents had sent him to correct poor behavior, gave him “more training militarily than a lot of the guys that go into the military.”

That claim may raise eyebrows given that Trump … never served in the military and mocked Senator John McCain … Trump described his education, business life, marriages and childhood in extensive interviews with Michael D’Antonio, a Pulitzer Prize-winning former reporter at Newsday … “Never Enough: Donald Trump and the Pursuit of Success,” will be published on Sept. 22.

In the book … Trump emerges as a man largely unchanged from his childhood in the wealthy Queens neighborhood of Jamaica Estates, where an exacting father, Fred Trump, schooled him in the ways of self-promotion and encouraged a lifetime of fighting … senior Trump, a major real estate developer, counseled his son to “be a killer” and told him, “You are a king.”

FORMER DCCC CHAIR SEES ‘MINIMAL’ 2-SEAT GAIN IN NEW MAPS via Daniel Ducassi and Matt Dixon of POLITICO Florida

Steve Israel, a New York congressman and former head of the Democratic Congressional Campaign Committee, said that the court-ordered redrawing of the state’s congressional maps will benefit Democrats running for Congress … a Florida Supreme Court ruling that the state’s current congressional lines were unconstitutional should help Democrats in a state that favored Republicans in 2014.

“I think it’s a minimal net of plus-two in Florida because of the court’s decision” … the results “could be better” too, depending on how things go before Election Day next year.

Israel … has high hopes about Democrats’ chances in Pinellas County, where former governor Charlie Crist will run if his home is included … the seat “becomes a comfortable Democratic district” under the proposed changes … “I feel like we have a good chance of winning that one” … also optimistic for an Orlando-area seat, where former Orlando Police Chief Val Demings is set for a rematch of her 2012 race against Republican U.S. Rep. Dan Webster … the new district “favors” Democrats.

IS UBER FOLLOWING FLORIDA LAW, OR BREAKING IT? STATE AGENCIES STILL WON’T SAY via Caitlin Johnston of the Tampa Bay Times

It’s been almost a year and a half and state leaders still can’t say whether Uber‘s insurance adheres to Florida law … In 2014, the Florida Office of Insurance Regulation said the rideshare company’s policy provides legally binding coverage … then left it up to another state agency to determine whether Uber’s insurance meets all of the state requirements.

That agency, the Department of Highway Safety and Motor Vehicles, had to decide whether the policy, when combined with a personal auto policy held by an Uber driver, would provide the coverage necessary under the Florida Financial Responsibility Law … 17 months after Uber launched its Florida service, the department still hasn’t opined on whether the rideshare company’s policy checks all the right boxes under Florida law.

To this day, Uber remains in an undefined gray zone — not in compliance with Florida law but not quite illegal, either … refusal to deal with Uber has only made the local situation murkier… Uber continues to operate despite the ongoing uncertainty at the local and state levels — or perhaps because of it.

CAB COMPANIES SUE STATE OVER UBER, LYFT via Michael Auslen of the Tampa Bay Times

Tallahassee and Ft. Lauderdale taxicab companies have sued the Florida Department of Agriculture and Consumer Services in a latest attempt to curb the growth of tech companies like Uber and Lyft … the lawsuit, filed … in Florida’s Second Circuit, says transportation network companies’ smartphone apps and GPS tracking should be treated the same as taxis’ fare meters under state law, and that they should therefore be subject to testing and approval by the state.

By not enforcing the same regulations on Uber and Lyft that it does on cab companies, the lawsuit says, the Department of Agriculture and Consumer Services has created a competitive disadvantage … filed by Broward County taxicab operator BL Services, Tallahassee cab company Capital Transportation and Jeremy Lynch, a Tallahassee Uber customer who according to the lawsuit has complained about fares.

STEVE CRISAFULLI: NOT ENOUGH TIME FOR NEW CONGRESSIONAL MAPS SESSION via Gray Rohrer of the Orlando Sentinel

Crisafulli … is prepared to present his chambers’ preferred congressional districts map to a lower court, and doesn’t think there’s enough time to hash out a compromise with the Senate over how to redraw the districts … since the Florida Supreme Court didn’t extend the Sept. 25 deadline for the Legislature to complete its redistricting task, there was no way to reach consensus with the Senate over the maps.

Crisafulli’s position makes it likely each chamber will present its own preferred map to the court for review, to be completed in October.

LEGISLATURE ANTICIPATES $635 MILLION BUDGET SURPLUS IN 2016 via Jeremy Wallace of the Tampa Bay Times

The Florida Legislature is anticipating a $635 million budget surplus in 2016, money that some state lawmakers are already hinting will go towards more tax cuts and education funding, among other things … Senate President Andy Gardiner … said the numbers make it feasible to increase per student funding for schools to the highest level in state history … House Speaker Steve Crisafulli … said the budget surplus is proof that “conservative fiscal principles are working” …

Gardiner said the long-range budget projection … shows the state will need an additional $1.6 billion to cover overall growth throughout the government … even after that is covered by incoming revenue; the state will still have $635 million in surplus revenue.

BILL FILED TO REPLACE CONFEDERATE GENERAL STATUE AT U.S. CAPITOL via Jim Rosica of Florida Politics

A Miami-Dade lawmaker introduced legislation … to replace the statue of a Confederate Army general at the U.S. Capitol in Washington, D.C. If passed, the bill … would ask Congress to remove the statue of Gen. Edmund Kirby Smith and replace it with another “prominent Florida citizen” … The new statue would be paid for by the Florida Council on Arts and Culture, the bill says.

Filed by state Rep. Jose Felix Diaz … who chairs the House Regulatory Affairs Committee … Each state has two statues on display in the Capitol’s National Statuary Hall; the other Floridian there is John Gorrie of Apalachicola, a pivotal figure in the invention of air conditioning.

BAN THE BAG, SOUTH FLORIDA LAWMAKER SAYS via Jim Rosica of Florida Politics

Another South Florida lawmaker is trying again to establish pilot programs in coastal communities to outlaw plastic shopping bags … State Rep. David Richardson, a Miami Beach Democrat, filed his bill … would let municipalities with pilot programs “enact an ordinance for the regulation or ban of disposable plastic bags.” Such regulations or bans would be short-lived, however, taking effect “no earlier than January 1, 2017, and expires no later than June 30, 2019.”

Such an ordinance “may not include any new taxes or fees,” the bill says. The previous bill imposed a 10-cent surcharge for each plastic bag … Environmentalists have long complained that disposable plastic bags often wind up in the water and on beaches, putting fish and marine animals in jeopardy.

MATT GAETZ COMES OUT SWINGING WITH NEW DIGITAL AD IN SENATE RACE via Florida Politics

Rep. Matt Gaetz unveiled a new ad … in his race to succeed his father Sen. Don Gaetz in the Florida Senate aimed at seizing the “true conservative” label in what may be a testy Republican primary … “Fighting Obamacare,” was unveiled in an email message to supporters … in response to news that Bay County Commissioner George Gainer – reportedly recruited to run by Sen. Jack Latvala – will challenge him in SD 1.

“Today, the special interests who win when government grows have successfully recruited a Democrat-turned-Republican to run against me for the Florida Senate … He will be well-funded and I need your help to fight back.”

The ad highlights Gaetz’s floor speech in opposition to the Senate’s “FHIX 2.0” Medicaid plan to accept federal dollars for health coverage for uninsured Floridians.

SEVERAL NPA CANDIDATES FILE IN SOUTH FLORIDA RACES OVER LABOR DAY WEEKEND via Florida Politics

In a flurry of political activity, several no-party-affiliated candidates filed in South Florida House and Senate seats over the long weekend … Each candidate is associated with a group pushing to reform the Department of Children and Families and the state’s family court system.

Mercedes Cristian, the founder of Fundación Lideres de Paz, an organization that aims to help domestic and child abuse victims, filed for the District 35 Senate seat currently held by Sen. Gwen Margolis … Sheila Y. Lucas George filing for Sen. Dwight Bullard’s District 39 seat … Susie Lamigueiro filed for the House District 115 seat against Republican Rep. Michael BilecaPatricia Mariella Agosto filed in House District 117 against Democratic Rep. Kionne McGhee.

The filers are part of VoteFamily … wants changes to the foster care system in the state, which they see as a profitable scheme to pull down federal matching funds.

NEW POLLING GIVES BRAD DRAKE 40 POINT LEAD OVER BEV KILMER IN HD 5 PRIMARY via Florida Politics

In his bid to win re-election, state Rep. Brad Drake has a 40-point advantage over fellow former Rep. Bev Kilmer in the GOP primary for House District 5 in Florida’s Panhandle … the Marianna Republican leads Kilmer by an overwhelming 55-15 percent; just under 31 percent were undecided. Drake, after a single term in the House, stepped aside in 2012 to allow Rep. Marti Coley to finish out her term when redistricting put them in the same district.

In addition to leading the primary, Drake also enjoys strong approval ratings with likely Republican District 5 voters, with a positive rating of nearly 57 percent, and only 12 percent negative. Thirty-one percent say they are undecided about him. In contrast, Kilmer, seems to be struggling with name recognition, as 59 percent of respondents say they are unsure about her. She does get 22 percent approval and 19 percent with an unfavorable opinion.

IN SENATE PRESIDENT CONTEST ARMS RACE, JACK LATVALA HIRES DAVID RANCOURT via Florida Politics

Jack Latvala has hired lobbyist and political consultant David Rancourt to serve as the senior political advisor for his Florida Leadership Committee PAC … Latvala and Joe Negron have been in a neck-and-neck and often downright ugly competition for the Florida Senate presidency in 2016-18, succeeding current President Andy Gardiner … Senate spokeswoman Katie Betta previously confirmed that a vote had been scheduled for the week of November 30. That’s the last committee week before the 2016 regular session starts in January.

Rancourt co-founded the Southern Strategy Group lobbying firm, based in Tallahassee, with fellow lobbyist Paul Bradshaw … He has since left the firm and more recently was managing partner of Land South Group, a real estate investment company based in Lakeland. Rancourt was a senior adviser to Charlie Crist’s 2014 gubernatorial campaign … served as deputy chief of staff in the first Jeb Bushadministration.

Supporters of … Lenny Curry set up a state political action committee this summer that will offer backing to the newly elected Republican … the committee … has $15,000 so far through two August donations from big Curry financial supporters: Former Disney Co. executive Peter Rummell and sales and marketing executive Gary Chartrand. Based on the financial muscle Curry’s campaign flexed during the spring elections, the organization has the potential to raise far more and wield significant influence … called Build Something That Lasts, a reference to Curry’s first TV commercial in the mayoral campaign …

ORLANDO-BASED DARDEN SLASHES POLITICAL SPENDING via Kyle Arnold of the Orlando Sentinel

Darden Restaurants has shuttered its Washington, D.C., lobbying office and cut most of its political spending since activist investors took over the company last year … The Orlando-based casual-dining company laid off the two members of its full-time lobbying staff in November, part of a broader series of cuts that also included laying off Robert McAdam, senior vice president of government and community affairs … reduced spending on Capitol Hill to just $115,000 during the first half of 2015, compared with $1.1 million last year … decision was made by the company’s leadership, said Darden spokesman Rich Jeffers.

“It really goes back to streamlining our support structure,” Jeffers said … cuts move Darden from one of the most active food and beverage companies in the federal political arena to a midlevel player.

TAMPA OFFICIALS DISCUSS THEIR BUSINESS AND CULTURAL TRIP TO IRELAND via Mitch Perry of Florida Politics

Last December, Forbes magazine called Ireland the fourth best nation in the world to do business, based on 11 different factors – property rights, innovation, taxes, technology, corruption, freedom (personal, trade and monetary), red tape, investor protection and stock market performance … low corporate tax rate of 12.5 percent has led many American corporations to flee the U.S. to conduct business there … Bob Buckhorn says the U.S. needs to do more to make it more attractive to woo and keep corporations here in the states.

Buckhorn was part of a group of local officials led by the Greater Tampa Chamber of Commerce that visited Dublin, Ireland … met with officials from Citigroup, which recently shifted its head office of its European retail banking operation to Dublin from London … Citi employs 5,000 people at its campus in Brandon.

There was less talk about jobs, and more about the cultural, artistic, academic and education exchanges between the two (sister) cities … Tampa and South Dublin signed what the Chamber’s Greater Tampa Chamber of Commerce chairman Ronald Christaldi called “a historic” Memo of Understanding that will bring commerce and trade between the cities.

Here’s what analysts and others expect at Apple’s event: NEW IPHONES … this year’s models will be the same size with more subtle refinements, such as a faster processor, higher-resolution cameras and new exterior colors …  likely addition is “Force Touch,” which uses screen sensors to discern between a light tap and extended finger pressure … APPLE TV … a redesigned Apple TV set-top box with new capabilities for apps and games, plus recognition of Siri voice commands … SMARTER SIRI … Even without an Apple TV, new iPhone software will make it easier to set up automated homes, including having lights turn on and window shades go up when you tell Siri on the phone, “Time to wake up.” WHAT ELSE? … Major cities will get transit directions, addressing a major shortcoming with Apple Maps … unveil a larger iPad for business users, but probably not until at least October.
