					<description><![CDATA[This morning the 1st District Court of Appeal in Tallahassee&#8217;s Southwood district ruled that the state&#8217;s &#8220;communications services tax&#8221; &#8212; currently undergoing revision in the Legislature&#8217;s budget talks &#8212; is unconstitutional. Judge L.
