Procrastinators, rejoice. This year there are more apps and services than ever before to help last-minute shoppers. On Wednesday, Gov. Rick Scott named Richard “Rich” McClain to the Hillsborough Area Regional Transit Authority. HART membership is made up of 13 individuals: seven Hillsborough County Commissioners, three appointed from the City of Tampa; one from the city of Temple Terrace and two named by the governor.
