Virginia “Ginger” Delegal is one step closer to becoming the next Florida Association of Counties executive director. Delegal had been selected by the FAC Executive Committee in February, and confirmed by the Board of Directors this week. She has been interim Executive Director since Feb. 9. President Kathy Bryant and Immediate Past President Barbara Sharief now will begin final contract negotiations with Delegal. The contract, when complete, will go before the Board for final approval. The Florida Retail Federation has hired Scott Shalley as its next president and chief executive officer. He replaces Randy Miller who is retiring, the federation said, and also will direct the Georgia Retail Association. Shalley will be the sixth person to lead the federation during its 80-year history. House votes 117-0 to approve juvenile detention cost sharing bill

A bill intended to end the fight over juvenile detention costs is headed to the governor. The Florida House voted 117-0 to approve the measure (SB 1322). The approval came just days after the Florida Senate voted 38-0 to approve the bill. The proposal requires counties that aren’t considered fiscally constrained, usually more affluent, urban areas, to pay $42.5 million for all detention costs in fiscal 2016-17.
