The Florida House rebuffed an attempt to include proviso language in the budget for a report on the “imposition and execution of capital punishment” in Florida. The amendment, put forward by Rep. Sharon Pritchett, called for the state to use money to fund a report from the Office of Program Policy Analysis and Government Accountability (OPPAGA) looking at the death penalty. Pending an appeal of a court order blocking a $700 million Florida Lottery contract, proviso language in the proposed House budget would appear to block officials from attempting to enforce its terms. The language within the budget bill, HB 5100 (see page 329) pertains to a $26.6 million appropriation to operate game terminals.
