Will the Florida Legislature address the issue of Transportation Network Companies such as Uber and Lyft in the 2016 Session? That remains an open question this week as the Legislature returns to Tallahassee for the Regular Session. On Wednesday afternoon, the House Economic Affairs Committee will discuss legislation sponsored by Fort Walton Beach Republican Matt Gaetz regarding TNC’s. Americans for Prosperity’s Florida chapter has endorsed his bill. “Representative Gaetz should be commended for driving the discussion on the importance of…

in Statewide/Top Headlines by

Opening the 2016 Legislative Session Tuesday, Speaker Steve Crisafulli listed the priorities that he expects the House to focus on in 2016. That included an endorsement of Gov. Rick Scott‘s goal of cutting taxes by $1 billion, something that Senate members have expressed discomfort with. He also put in a good word for legislation that would regulate ridesharing companies such as Uber and Lyft. “Let’s put the free market to work for Florida families,” he said in his speech. “Let’s cut red tape…

Mitch Perry Report for 12.9.15 – Welcome to the new world of policing

in The Bay and the 'Burg/Top Headlines by

There is a story in Wednesday morning’s New York Times quoting a variety of police chiefs across the country bemoaning how the prevalence of video cameras are changing the way they do their jobs, and makes it harder for them – even when those cameras come from their own agencies. The setting for the local group of state lawmakers to convene was the Firestick Grill, described as an “upscale buffet” that happens to be located inside the cavernous Amalie Arena. Dozens of people, including lobbyists,…

in The Bay and the 'Burg/Top Headlines by

Hillsborough County Public Transportation Commission (PTC) Chairman Victor Crist says that Jeff Brandes‘ recent inquiry on whether the PTC should be allowed to hire lobbyists was simply a ploy “to try to stir the pot” in advance of next week’s Hillsborough County Legislative Delegation meeting. “This is a publicity stunt by Sen. Brandes to stir the pot before the delegation meets so he can waive his hands in the air and go, ‘Oh look, here we go again, there’s another…

(UPDATED) The Florida Attorney General’s office has decided it’s up to the Hillsborough County Public Transportation Commission to decide whether it wants to hire lobbyists. The decision came at the request from St. Petersburg GOP state Sen. Jeff Brandes for an opinion on the issue. In a letter to Brandes on Thursday, Assistant Attorney General Ellen B. Gwynne wrote, “This is not a matter that the Attorney General may presently comment on.” She went on to quote the AG’s website, which…

DEO rules Uber drivers are independent contractors for employment purposes

in Statewide/Top Headlines by

The Florida Department of Economic Opportunity issued a final order Thursday afternoon ruling that drivers for ride-hailing services like Uber and Lyft are “independent contractors” rather than employees per se. As such, drivers for the transportation network companies do not qualify for unemployment benefits, which are paid in part by the former employers of laid off workers. “The Department finds that the drivers at issue here—providers of transportation services through the Uber software application—are independent contractors, not employees, and are therefore not entitled to…
