Tucked into HB 131 (which I track using LobbyTools), the wide-ranging election reform legislation which would, among other things, clarify political advertising on the internet and regulate the electioneering activities of ‘527’s’, is a provision which would move up the date of when each county’s Supervisor of Elections would be required to mail out ballots to “early voters”, such as military and overseas voters.
