As of noon Tuesday, 711 voters in a Jacksonville Florida House District had shown up at the polls for a Democratic primary for the House District 13 seat. The contest pits former Rep. Reggie Fullwood against Jacksonville City Councilman Johnny Gaffney.

A special elections was required when Fullwood failed to properly file paperwork to be a candidate. When Fullwood missed the deadline no candidate had qualified for the November ballot.

Duval County Supervisor of Elections Jerry Holland predicted 6-percent of registered voters would participate in the election. Holland reports 2,318 voters participated in the election by voting absentee and another 1,028 people participated in early voting.

If, the 6-percent voter participation is to be reached then another 5,000 voters would need to cast a ballot in person or by mail by the polls’ 7:00 p.m. closing.

There are about 4,000 absentee ballots that had yet been returned.
