Two Madeira Beach residents filed suit late Thursday asking a judge to declare that the City Commission did not follow the rules when it granted two recent zoning changes and a development agreement. St. Petersburg’s tax rate would drop a bit, water and sewer rates would go up, and spending on the stormwater system would increase under Mayor Rick Kriseman’s proposed budget for the 2016-17 fiscal year. Council members unanimously gave tentative approval to an ordinance that would ban the sale of dogs and cats in St. Petersburg pet shops unless they came from humane organizations or rescue groups.
