My friend says Tampa’s declining crime rate will go up a tick if the city “steals” the Rays from St. Petersburg, but is it stealing if St. Pete wouldn’t be upset about the move? Sure, Mayor Bill Foster won’t concede the team without a fight, but the general populace seems more interested in fixing the Pier and completing construction of the new Salvador Dali museum.
