Performance pay in health care?

A House committee Thursday is expected to consider a bill that includes performance-based payments to hospitals, nursing homes and managed-care plans. PCB HHSC 12-04 calls for increased Medicaid payments to top-performing facilities and health plans, starting in the 2015-16 fiscal year. The bill, which is scheduled to go before the House Health & Human Services Committee, includes a variety of factors that could be used in judging performance and facility improvements. As examples, hospitals could be measured by readmissions that could have been prevented and patient complications that could have been prevented. It calls, in part, for the Agency for Health Care Administration to “establish and implement methodologies to adjust Medicaid payment rates for hospitals, nursing homes and managed-care plans based on evidence of improved patient outcomes.”
