Mayoral hopeful Bill Foster will unveil his “Foster Formula” at noon on Monday during a public speech at Pioneer Park (and after homeless protesters interrupted Kathleen Ford’s announcement speech, who knows who will show up at Foster’s speech). Monday marks the six-months-and-counting mark until the primary for the Saint Petersburg Mayor’s race.
